Most heroes have merch that gets sold of them.
Phantom is no exception.
However, Phantom also is not known outside of Amity. He only ever helps if Amity is in danger in some way, and doesn't go to other cities or assist other heroes.
(It's because Danny never wanted to be a hero in the first place and he doesn't want the headache that comes with something like the larger hero community being able to call on him. They have things handled anyways, so fuck it.)
As such, Phantom merch is only sold in Amity. Tiny dolls and hoodies with his logo and lunchboxes sold on Etsy and Facebook Marketplace, and no sales outside of the city.
Phantom, as a hero, is kept a secret from the Justice League and the Justice League Dark, entirely by circumstance. Just the way he likes it.
Then Dash Baxter, self-proclaimed #2 Phantom Phan (Paulina beat him in hand to hand combat and won the title of #1), went to Gotham University and became the roommate of one Damian Wayne.
Dash, who Does Not Stop wearing his Phandom merch.
Damian was told to at least try the typical college experience, to do dorm living for a semester to see if that could kickstart him gaining friends in college, only to find a freak of a roommate who wears merch for a hero he's never heard of.
For lack of anything better to do, he decides to investigate.

"Quick!" A- a girl? Wraps their arm around Steph's own, dragging her close and shielding their own face. Their eyebrows are knitted together, they're biting their lip.
"Pretend we're out together please– there are some creepy people following me for some time."
Steph's eyes narrow, she scoots closer, practically glueing herself to the strangers side and smiling brightly.
"Gosh," she starts, then lowers her voice, "what should I call you?"
They fumble for a moment too long, and Steph takes a leap of faith.
The blond grins. "It's been so long since we met up again, isn't it, Beatrice!"
The stranger plays along, giggling behind their hand. "I'm sorry, you know I've been terribly busy," they raise an eyebrow at steph, asking for her name silently.
"Agnes," she whispers, and they repeat. "Agnes! My cats have been missing you too, you should come over more."
"I will, I will," Steph promises, peering behind her to watch out, and just like her new friend warned her, there were some weirdos in white lab coats and some in suits walking around, searching.
"Thank you." 'Beatrice' whispers as they walk around a building, leaving the place in the dust.
"No problem." Steph replies with a smile.
They separate once far enough, and 'beatrice' fiddles with something before handing it to her.
"My number," 'beatrice' explains at the bewildered look. "You're pretty cool, I thought– maybe you'd like to stay in contact?"
"Yes!" She jumps at the opportunity, taking the number with care and getting out her phone.
"My name is Danny, He/him." they speak in low tones, steph following right by their side as they continue.
"Steph, She/Her." She shoots him a quick wink before sending a text and hearing the sound of Danny's notification ping.
"I gotta go now. It was really nice to meet you, steph."
"A joy for me as well."

Jason ends up in a fight in some town called Amity Park.
He's partnering up with the local hero called Phantom.
It's against some ghost called Skulker, and he and Phantom are hiding behind a building while they regroup and take a moment to catch their metaphorical breath.
"I don't see any civvies around. You?" Phantom whispers, head invisible as he looks around the corner.
"Guess it's just us dead tonight," Jason deadpans (hah), loading his gun and checking to make sure there's no damages that would impact his ability to fire it accurately.
Suddenly Phantom is there, looking intense and serious in a way he never was in that fight, glowing eyes staring through Jason.
Taking him in.
"No," Phantom sighs, leaning away from a very spooked Jason and going back to fiddling with a thermos. "You aren't dead. You're alive, undeniably and in a way most people aren't."
Before Jason can ask what the fuck that's supposed to mean, a laser blast almost catches him in the leg.
He shelved it; both his questions and the weird fuzzy feeling that felt like relief at someone else telling him he was alive.
It felt like a weird vindication, but he never got that feeling when anyone else tried to tell him he was alive.
He'd parse it later; there was an ass to kick.

Teen titans have been attempting to get Phantom to join their team for ages, but he’s always refused, citing other obligations. He has fought side-by-side with the team several times, and gets along with all of them pretty well. Phantom even has Robin’s number. (Everyone on the team knows about Robin’s crush on Phantom, and tease him endlessly about it.)
Robin wasn’t expecting Phantom to call over a burner phone in the middle of the night, after a worrying three monthes of silence, to accept the offer, as long as he can bring his two children to stay in the tower too.

Clockwork moved Danny and de aged Dan and Ellie to Gotham, pulling a favor from Lady Gotham to make sure no one (ie the fentons and the GIW) would find them. He erased them from all media records, and Tucker created decent fake records, enrolling the kids into daycare and Danny into a job at Arkham as a guard who quickly became loved by most of the staff(and inmates). (Danny was one of the few people who treated the inmates like human beings, never being scared of them, joking with them, genuinely being interested in them.) (they were 100% willing to kill for their new guard)
Unfortunately, the batfamily noticed the new security guard who had amazingly forged records(if anyone else had looked at them, they wouldn’t know they were forged.) Which lead to Batman paying them a visit.
Half an hour after Batman went to visit, Batman was viciously researching a group called the GIW, and Danny showed up at the door of Ivy’s garden with his kids in toe, begging for sanctuary.
