It’s not Hunter Biden’s scalp they want. Rather, the House GOP caucus is poised to launch a two-year crusade to tarnish President Joe Biden’s character—and lower his poll numbers—just like they did with Hillary Clinton and the Benghazi hearings prior to her 2016 candidacy.

But things are different this time around—Democrats aren’t going to assume that voters can see through the partisan bluster, and are mounting a war room operation outside the White House. The Congressional Integrity Project (a pointed moniker, to be sure) will try to fend off the Republican barrage, and go on the offensive in the information war.

The existence of the newly revamped group, first reported by Politico, is an effort to mount a 21st-century war room with a response team that can “expose the political intentions behind the investigations targeting the White House,” says Leslie Dach, a senior adviser to the CIP, who is working with founder Kyle Herrig and longtime political activist Brad Woodhouse. All three have deep Democratic Party ties.

“This is a battle over narratives, and we believe we can win that war,” says Dach. “They’re (the GOP) saying it in plain English, they’re trying to hurt Joe Biden. It’s the Trump playbook of personal attacks.”

The group is funded by independent donors and foundations, and as a C-4 designated group, it does not disclose its donors. While independent of the White House, it is in close touch with Biden aides.

Kentucky Republican Jim Comer, the incoming chair of the House Oversight Committee, didn’t waste any time saying the quiet part out loud. Once the razor-thin GOP majority was confirmed, he said at a press conference, “I want to be clear, this is an investigation of Joe Biden, that is where the committee will focus in this next Congress.”

Hunter Biden provides the cover for an investigation into “whether the president is compromised or swayed by foreign dollars,” said Comer.

That kind of admission cost Kevin McCarthy the speakership in 2015 when he told Fox News that the House Select Committee on Benghazi was created to lower Hillary Clinton’s polls. His forthrightness was widely seen as a gaffe. Until McCarthy let the truth slip, Republicans insisted the long-running investigation had nothing to do with politics. Rep. Jim Jordan (one of the most bombastic GOP members) had his moment more recently when he said Trump would be the candidate again, “and we need to make sure that he wins.”

“I think the American people see the hypocrisy, but we’ll be showing it to them,” says Dach, who oversaw the Democrats’ successful messaging on health care that is credited with winning the House in 2018 and 2020. “There’s a simple story to tell, and you have to tell it every day.”

The updated war room harks back to the self-described “Masters of Disaster,” referring to two Clinton administration aides (Chris Lehane and Mark Fabiani) who successfully steered the White House response to GOP attacks during the 1990s, in part by selective leaking to the media and generally outsmarting the other team.

Counterattacking became the hallmark of the Clinton White House—and it worked. Democrats gained seats in the House in the 1998 midterms despite investigations into Whitewater (an Arkansas land deal that became shorthand for various scandals) and the Republican House voting to impeach Clinton. “Investigate the investigators,” is central to the CIC’s mission, and it is reminiscent of the negative coverage the Clinton team directed at investigator Kenneth Starr during the Monica Lewinsky investigation.

Massive overreach almost always backfires, yet no one escapes unscathed. Sling enough mud and some is bound to stick.

Only three House Republicans in the upcoming 117th Congress were serving during the Clinton presidency. “The vast majority doesn’t have firsthand knowledge of how GOP investigations backfired,” says Jack Pitney, a professor of politics at Claremont-McKenna College whose views were informed by working as a political operative on Capitol Hill before going into academia. “Unless they come up with some dramatic new information that directly involves President Biden, this tactic is unlikely to succeed and may well backfire.”

“The Democrats know what’s coming,” he adds. “It’s the A team versus the gang that can’t shoot straight.”

McCarthy—the presumptive next House Speaker—has to stick with the Trump playbook if he wants to lead his caucus. “I don’t think he’ll go down in history as a political mastermind, but this is something that the base wants, even though he may have some inkling it won’t succeed with the general electorate,” says Pitney. One bright spot: “It gives them something to talk about instead of delivering some real answers on inflation,” which is what Republicans campaigned on solving and will soon realize, if they haven’t already, that there’s not much they can do about it.

Having an outside group take on the rapid response of countering GOP attacks in real time will help insulate Biden personally and politically from the fight. “It will be emotionally tough on Biden to see his son tarnished day in and day out,” says Pitney. “I don’t think they’ll find anything that implicates him (President Biden) in improper activity, but it will still be tough on him as a loving father.”

Hunter Biden has been under investigation since late 2018 in Delaware for tax violations stemming from his lucrative role as a board member of a Ukrainian energy company, Burisma, and for his dealings with a Chinese energy company. After he learned he was under investigation, he took out a loan to pay $1 million in back taxes, but that doesn’t absolve him of other potentially damning charges.

So far, the judicial system is working. Former Attorney General Bill Barr resisted President Trump’s entreaties to name a special counsel. And after Biden was elected, Attorney General Merrick Garland kept the Trump-appointed U.S. District Attorney, David Weiss, in place in Delaware to complete the investigation, exempting him from the customary request for resignations when a new president takes office.

Hunter Biden’s laptop, which he left at a Delaware computer shop and never returned to retrieve, has become the centerpiece of conspiracy theories about how he was ripping off the taxpayers and trading on his father’s name. The details are murky but like Hillary and Benghazi, it is a scandal that keeps on giving. The difference is that this time around, Democrats won’t be on their heels playing defense. They’re preparing to punch back.

U.S. Supreme Court Justice Clarence Thomas and his wife Ginni Thomas are under fresh scrutiny as yet another revelation, this one reported by the Washington Post on Thursday evening shows Ginni received tens of thousands of dollars in off-the-book compensation from a powerful right-wing nonprofit shortly before the group "soon would have an interest before the court"—a pivotal voting rights case.

Based on documents reviewed by the Post, right-wing judicial activist Leonard Leo used his role as an advisor to the nonprofit, the Judicial Education Project, to ask GOP pollster Kellyanne Conway, later a top aide to President Donald Trump, to pay Ginni Thomas a large sum but keep her name off the financial records.

"Leo, a key figure in a network of nonprofits that has worked to support the nominations of conservative judges," the reporting explains, "told Conwaythat he wanted her to 'give' Ginni Thomas 'another $25K,' the documents show. He emphasized that the paperwork should have 'No mention of Ginni, of course.'"

In response to the new revelations, Kyle Herrig, president of the public interest advocacy group Accountable.US, said "Leonard Leo has written the definition of court corruption. These shady schemes are a call to action to bring about ethics reform at the highest levels of the judiciary."

In defense of the secrecy of the payments to Ginni Thomas's firm—which according to the Post totaled $80,000 between June 2011 and June 2012, but may have been more overall—Leo said in a statement to the newspaper that it was necessary to keep her name out of any disclosures because of how "disrespectful, malicious and gossipy people" can be in the political sphere.

Crucially, months after these payments were made to Ginni Thomas, the Judicial Education Project filed an amicus brief in the case Shelby County v. Holder, taking the side of those opposed to a key provision in the Voting Rights Act of 1965. As the Post notes:

The court struck down a formula in the Voting Rights Act that determined which states had to obtain federal clearance before changing their voting rules and procedures. Clarence Thomas was part of the 5-to-4 majority. Thomas issued a concurring opinion in the case, arguing that the preclearance requirement itself is unconstitutional. Thomas's opinion, which was consistent with a previous opinion he wrote, favored the outcome the Judicial Education Project and several other conservative organizations had advocated in their amicus briefs. He did not cite the Judicial Education Project brief.

But progressive political observers said the corruption was impossible not to see—especially given the wave of revelations about lavish gifts and financial arrangements between Justice Thomas and billionaire Harlan Crow, a right-wing mega-donor.

"This is corruption. Plain and simple," said Rep. Alexandria Ocasio-Cortez (D-N.Y.) in reaction to the latest revelation. "And each day that passes, the Supreme Court is looking less like a bench and more like an auction house. Thomas should resign immediately and Roberts should see to it that he does."

Democrats' anger boils over after GOP witnesses testify without taking questions

Democratic lawmakers didn’t hold back their anger Thursday at a House hearing about social media and censorship when a pair of Republican witnesses delivered testimony and left without being questioned.

The shouting began after Sen. Eric Schmitt (R), the former attorney general of Missouri, and Louisiana Attorney General Jeff Landry (R) testified before the House Judiciary select subcommittee on the weaponization of the federal government about what they claimed was the Biden administration’s effort to censor conservative voices online. After the two spoke, Rep. Jim Jordan (R-Ohio), the subcommittee chairman, dismissed them.

“We’ll let you move on to your other responsibilities and we’ll get to our next witnesses,” Jordan said. Democrats immediately interrupted, asking why he wouldn’t allow them to ask questions as Schmitt and Landry stood up and left the room. Democrats then tried to have the two witnesses’ testimony struck from the record.

“We aren’t able to probe the veracity of their statements, the truthfulness of their statements,” Rep. Stephen F. Lynch (D-Mass.) said. When Jordan told him, “You will be given your five minutes here,” Lynch replied, “They’re not here,” referring to the witnesses. “They’re absent,” he said, and they “scurried away, with your complicity.”

Jordan, speaking over Lynch, said: “They have not scurried away. They were dismissed like all witnesses.” As the two men traded remarks, Lynch fumed: “You can’t find two people to defend their statements. That’s pretty disgraceful.”

At times, the shouts and crosstalk was so fast that the C-SPAN camera recording the hearing could not show each person who was talking. At one point, a woman’s voice could be heard saying, “If allowing them to leave is not weaponization, I don’t know what is, Mr. Chairman.” A male’s voice responded, “Yeah, right.”

House Speaker Kevin McCarthy (R-Calif.) agreed to the creation of the select subcommittee as a concession to the hard-right faction of his conference in the deal he struck to secure the votes to become Speaker. The panel has faced criticism, even from some on the right, that its work has been lackluster and unfocused.

Jordan said at the hearing that it was common practice to have current or former members of Congress testify without staying for questions.

Russell Dye, his spokesman, said in a statement, “It has been a long practice of the Committee to allow current and former Members of Congress to present an opening statement without taking questions,” noting that Democrats recently had Rep. Jamie B. Raskin (D-Md.) speak to the committee without taking questions.

Democrats said the comparison was inappropriate. Lynch said that the witnesses on Thursday may have presented “false” information and that “I would like the opportunity to cross-examine those witnesses.” Rep. Debbie Wasserman Schultz (D-Fla.) said Landry is not a member of Congress and, therefore, “is not entitled” to the kind of courtesy Jordan described.

Even by today’s low standards for congressional decorum, the hearing stood out for its rancor and animus. Kyle Herrig, executive director of the Congressional Integrity Project, a Democratic-leaning watchdog group, said in a statement that the hearing was “an embarrassing farce. Two of the Republicans’ witnesses didn’t even stick around to defend their lies, aided and abetted by Jim Jordan.” Jordan and the Republicans on the subcommittee, Herrig said, “are afraid of the truth.”

Dye said Democrats had put “on a partisan charade” in response to a routine congressional practice.

The biggest companies in the US are backing business groups that are fighting landmark climate legislation. Amazon, Disney, Apple and Microsoft are amongst some of the companies supporting these businesses despite their vows to fight climate change, reports the Guardian.

A proposed $3.5 trillion budget bill put forward by the democrats aims to implement measures to put down planet-heating gases. However, corporate lobby groups and organisations have mobilized to oppose the bill being passed, while the Democratic leader in the Senate, Chuck Schumer, calls the bill “the most significant climate action in our country’s history.”

Many large US corporations have announced their goals to cut greenhouse gases, like Jeff Bezos, one of the richest people, has declared the climate crisis to be “the biggest threat to our planet”, while his company Amazon has created a pledge for businesses to cut down their emissions to net zero by 2040. Microsoft has also promised to be “carbon negative” and Disney aims to use only renewable-sourced electricity. However, these very groups are also playing the other side, by actively supporting lobby groups that are trying to sink the very same bill. Joe Biden’s ambitious goals to tackle climate crisis is being threatened by one of the largest legislative efforts to solve the issue and save the planet from sinking into an unlivable state.

President of watchdog group Accountable.US, Kyle Herrig says, “Major corporations love to tell us how committed they are to addressing the climate crisis and building a sustainable future, but behind closed doors, they are funding the very industry trade groups that are fighting tooth and nail to stop the biggest climate change bill ever”

The companies lobbying for the cause, when contacted by the Guardian didn’t rebuke the lobby groups and neither said they would review their links their support to these groups. Herrig says that “Hiding behind these shady groups doesn’t just put our environment at risk – it puts these companies’ household names and reputations in serious jeopardy.” Moreover the US Chamber of Commerce, comprising of executives from Microsoft, Intuit, United Airlines and Deloitte, have promised to “do everything we can to prevent this tax raising, job killing reconciliation bill from becoming law.” These very companies have ironically, also expressed their concern over climate change and have made various promises in the past to cut down emissions.

Business Roundtable, another group of big company executives including Apple’s Tim Cook, Andy Jassy chief executive of Amazon, and Sundar Picharai head of Alphabet; has expressed its deep concern over the bill which will raise heavy taxes on the wealthy. The Pharmaceuticals Research and Manufacturers of America, a trade group comprising of Bayer and AstraZeneca has run adverts opposing the bill as well. Lobby groups with members from Disney, FedEx, Verizon, Johnson&Johnson, Dow and Goodyear, have been making keen efforts to kill of the bill.

The president, Joe Biden needs every Senate Democrat to approve the bill, in order to be passed, however, senate members like centrist Democrat from West Virginia, Joe Manchin, who receives a significant amount of donations from the fossil fuel industry has already declared the bill “makes no sense”. The first major attempt at climate legislation seems to be close to a failure, wounding Biden politically and hindering attempts to prod other countries to take rapid action at the upcoming UN Climate Talks.
