This was a conversation that @isitbop and I had during one of Professor Lazy Bones' livestreams.
Hypnotorious is a game where players answer questions in-character, so how effective the host’s hypnosis would be on them depends on the players’ ability to understand how the game works and what the host wants them to do. Therefore, his hypnosis would be most effective on players who fully understand the way Hypnotorious is played, and are good at answering questions in character.
On the other hand, if a player doesn’t understand how to play Hypnotorious and/or isn’t good at answering questions in character, then no amount of hypnosis will make them suddenly be good at it. The best the host can do for a bad actor is motivate them to try to act in character, but he can’t make them do it well.
At least, not within the time it takes to play a Jackbox game. That is beyond even a master mentalist’s abilities.
Hey folks last night we streamed some Jackbox Party Pack 10 in what some are saying could be the first "Multiplayer Monday". Good news, it's already up on YouTube for you to watch if you missed it

Even though the host of Hypnotorious is just a pair of eyes, he's harder to draw than you might think. Getting all those lines to look right was a bit of a chore.
Since the other characters voiced by Phil Ridarelli (Schmitty, Toby, and especially Dandelion, the Bracketeering host) are loud and dramatic, I never imagined that he'd be able to go in the other direction and do a soothing voice. Did you?
