LET'S COMPARE QS
VOYAGER Q: So miserable, sullen, being an asshole, looking rather bored, and acting just not himself.
vs
TNG/PIC Q: Look at him! Look at his eyes, his smile, and energy...
There is such an immeasurable amount of sheer HAPPINESS, light, hope, energy, and LOVE you can see in Q's eyes, his whole face and body when he's with Picard.
I concluded years ago that Q was never truly happy in the Continuum, and that he was trying to set aside, rather poorly, his true heartfelt desire for Picard's love while he was bothering Janeway and her crew. Was he afraid of his feelings for Picard?
Perhaps.
Was the Q Continuum pushing Q to try and move on from Picard? After all, Picard was proving to be very hard to get. How embarrassing for an omnipotent being!
Whatever the reason, Q was not in a good place in VOY.
He knew that his one true and eternal love was somewhere exploring space and continuing his life without him, and that had to have bothered him.
It showed.
Final point: Look at how Q's face and eyes light up when Janeway references Picard's remarks about him! They may not have been positive remarks, but for Q, it was a source of HOPE that at least Picard had thought about him.
Just the mere thought of Picard buoys Q's desire and hope that he matters to his capitaine even if in a small way.
Watch how Q straightens his body when he thinks of Picard, how his eyes shine brighter, how he grins, and how he gazes excitedly into space above Janeway's head.
That's hope right there.
