I get it now…he’s saying how he was always kind and caring…how he always was capable of good, he just never got the chance to. No one ever gave him the opportunity to be someone different than the person he plays for everyone else to see. So when he thought Juliette understood him he meant he thought she knew he was always good at heart. He was simply forced into the difficult position of pretending not to be because it wasn’t acceptable. He’s saying he will never change (which Juliette says ‘change’ as in him being a better person) because he already is capable and is a good person. And he keeps trying to prove this to her…but she didn’t know. He thought she would understand because she was forced to put away her emotions while in the insane asylum and with other kids who hated her. It was something not allowed if she wanted to survive—just like him.
